Message STP and that rolling resistance is included in Cd. Drag increases as the square of speed, so if you have the power to reach 200mph, call that 400rwhp for ease of calculation, and you want to go 220mph, you'd need 484rwhp. Want to go 250mph? 625rwhp. 300mph? 900rwhp.

You would want the car as low and sleek as possible, and remove all things that stick out (like side mirrors). You end up balancing down-force with drag at these high speeds though.
